To optimize the Macie costs for the account without compromising the account's functionality, the DevOps engineer needs to exclude S3 buckets that do not contain sensitive data from automated discovery. S3 buckets that contain CloudTrail logs are unlikely to have sensitive data, and Macie charges for scanning and monitoring data in S3 buckets. Therefore, excluding S3 buckets that contain CloudTrail logs from automated discovery can reduce Macie costs. Similarly, configuring discovery jobs to include S3 objects based on the last modified criterion can also reduce Macie costs, as it will only scan and monitor new or updated objects, rather than all objects in the bucket.

* A (S3 RTC) is required to meet the "replicated within 15 minutes" requirement in a verifiable way.
Replication Time Control is the S3 feature that provides a 15-minute replication time SLA for replicated objects (instead of "best effort" replication timing).
* B (S3 Multi-Region Access Point, active-passive) provides the most operationally efficient failover approach. An MRAP gives you a single global access point for S3 across Regions and supports controlled routing to the chosen bucket, avoiding custom DNS logic per application/client.
* C (SubmitMultiRegionAccessPointRoutes) is the mechanism to perform failover for an MRAP by changing which Regional bucket is routed for the Multi-Region Access Point. This gives an explicit, API-driven "fail over now" action aligned with active-passive routing.
Why the others aren't part of the "most operationally efficient" three:
* D (Transfer Acceleration) optimizes upload/download performance over long distances , but it does not guarantee cross-Region replication within 15 minutes and doesn't provide failover control.
* E and F (Route 53 ARC) : ARC is great for controlling failover for endpoints behind routing controls, but for S3 bucket access the more direct and operationally simple approach is S3 Multi-Region Access Points with route updates via the S3 API. Using ARC here adds extra components/process compared to MRAP-native routing control.

Activating S3 server access logging and using Amazon Athena to create an external table with the log files is the easiest and most cost-effective way to analyze access patterns. This option requires minimal setup and allows for quick analysis of theaccess patterns with SQL queries. Additionally, Amazon Athena scales automatically to match the query load, so there is no need for additional infrastructure provisioning or management.

This solution will meet the requirements because it will use Amazon S3 as a common data lake for both the application logs and the API logs. Amazon S3 is a service that provides scalable, durable, and secure object storage for any type of data. You can use the Amazon CloudWatch agent to send logs from your EC2 instances to S3 buckets, and use AWS CloudTrail to deliver the API logs to S3 buckets as well. You can also use Amazon Athena to query both sets of logs in S3 using standard SQL, without loading or transforming them. Athena is a serverless interactive query service that allows you to analyze data in S3 using a variety of data formats, such as JSON, CSV, Parquet, and ORC.
