In Cisco Unified Communications Manager (UCM), Standard Local Route Groups allow dynamic routing decisions based on the device pool assigned to the originating device. The device pool is the critical configuration that specifies the local route group to be used for routing calls. This eliminates the need for static route patterns for each site, simplifying the dial plan and increasing scalability.

1. Configure Standard Local Route Group in Device Pool:
- Go to System > Device Pool in the UCM Administration interface.
- Select the appropriate device pool for the devices that will use the standard local route group.
- Assign the Standard Local Route Group in the "Local Route Group" field.
2. Dynamic Routing via Device Pools:
- When a call matches a route pattern configured to use Standard Local Route Group, the system dynamically selects the appropriate route group based on the calling device's assigned device pool.

C is right since for example if we dial 3593 and we have 2 patterns 359X & 35XX CUCM will match 359X since this is the closest match and by chance this also represent the least number of endpoint (3590 to 3590) unlike 35XX (3500 to 3599).
