According to the Citrix documentation1, the Least Response Time method uses the response time of the monitor probes to determine the best service. Smart card credentials contain certificate-based identities that StoreFront must securely trust and forward to the Delivery Controllers. This requires XML trust between components.
Why the other options are incorrect:

According to the Delivery Controllers document, Citrix recommends having at least two Controllers on different physical servers for redundancy and scalability in a production site. The document also states that
"additional Controllers enable you to handle more users and more applications and desktop requests, and can improve overall responsiveness." Therefore, the minimum number of Delivery Controllers required to deploy Citrix Virtual Apps and Desktops for 500 users is 2.

According to the Plan your StoreFront deployment document, for single server deployments you can install StoreFront on a non-domain-joined server but certain functionality will be unavailable; otherwise, StoreFront servers must reside either within the Active Directory domain containing your users' accounts or within a domain that has a trust relationship with the user accounts domain unless you enable delegation of authentication to the Citrix Virtual Apps and Desktops sites or farms. All the StoreFront servers in a group must reside within the same domain. Therefore, server groups are not supported for non-domain-joined StoreFront servers (option D).
