The key goals should also be specific, measurable, achievable, relevant and time-bound (SMART), and should be communicated and agreed upon by all relevant parties. Defining the applicable key goals will help to assess the performance, value and impact of IT resource management, as well as to identify the gaps, issues and opportunities for improvement. An IT BSC provides the most comprehensive insight into the effectiveness of IT, because it covers four perspectives that reflect the key aspects of IT:
financial, customer, internal process, and learning and growth. For each perspective, an IT BSC defines objectives, measures, targets, and initiatives that align with the enterprise's vision and mission. An IT BSC also helps to balance the short-term and long-term outcomes of IT, as well as the leading and lagging indicators of IT performance. According to ISACA's article on The IT Balanced Scorecard1, "the IT BSC is a powerful tool for demonstrating the contribution of IT to the business, communicating IT performance in business terms, and aligning IT with business strategy." 1: Framework for the Governance of Enterprise IT2, "the IT BSC is a widely used framework for measuring and managing the performance of IT resources in relation to enterprise goals." Therefore, an IT BSC is the best way to provide a comprehensive insight into the effectiveness of IT.

The best group to evaluate recommendations to address the use of antiquated technologies throughout the enterprise is the Enterprise Architecture (EA) review board. This group is responsible for overseeing the architectural framework and ensuring that IT systems and technologies align with the enterprise's strategic objectives. The EA review board has the expertise to assess the impact of current technologies on the business and recommend modernization strategies that align with the enterprise architecture. While business process improvement workgroups, audit committees, and risk management committees play important roles, the EA review board is specifically equipped to address technological shortcomings and alignment with business goals.

A release and deployment plan outlines structured activities to transition new applications into production. It includes monitoring, testing, fallback procedures, and risk identification mechanisms-helping identify and address potential issues early.
While UAT and risk updates are helpful, and configurations ensure consistency, a formal release and deployment plan is the most comprehensive tool for early issue detection and delivery assurance.
