split-horizon is default behavior for EIGRP, so it will not show up in the configuration. It stops the spokes from having routes to each other, so we need to disable it.

The issue described in the exhibit shows that the route is "stuck-in-active" (SIA) in EIGRP. This typically happens when EIGRP queries are not being answered by neighbors in a timely manner, often due to high link utilization, insufficient bandwidth, or processing delays.
By default, EIGRP relies on multicast to discover neighbors. In a network experiencing high congestion, multicast packets may be dropped or delayed, leading to SIA states. Configuring static EIGRP neighbors forces the router to use unicast for communication between neighbors, reducing the chance of packet loss or delays. This configuration is especially useful for resolving intermittent connectivity issues caused by high traffic loads.

In OSPF, when redistributing static routes, the subnets keyword is required to ensure that OSPF redistributes all subnets, including those with subnet masks (e.g., /24). Without the subnets keyword, OSPF will only redistribute classful networks, which may exclude subnets like
10.100.13.0/24.
To resolve the issue, update the OSPF configuration on R1 to include the subnets keyword:

This ensures that the static route for 10.100.13.0/24 is correctly redistributed into OSPF and propagated to R2.
