Which SOQL Query would return the fields: Name, Billing address (street,city,state,zip) and phone number of all Relationships (Account) with the billing state of North Carolina with no syntax errors?

When configuring a form template from the Loan object and attempting to capture the values for fields on a related object, how must the start of the query be configured to "call-out" to that other object?
